Austin ISD Chief Financial Officer Nicole Conley will testify on recapture at the Texas House of Representatives committees on appropriations and public education this week.

What: Conley will testify before the House on recapture and its effects on AISD and Austin taxpayers.

Background: Austin ISD is the single largest payer of recapture in the state. Its payment accounts for 13 percent of all state collections. During the next five years, AISD is projected to pay nearly $2.6 billion in recapture payments to the state. While recapture was created to help property-poor districts, Austin is in a unique position in that it is considered property-wealthy, but nearly 60 percent of the district’s students live in poverty. Other challenges the district faces are that 28 percent of its students are English language learners and more than half of its students are considered to be at risk of dropping out or not meeting the states academic standards.
