There are two solutions that could drastically ease Austin ISD’s recapture payments without significantly altering the state’s funding formula, and district leaders are hoping the Lege will listen.
Why it matters: Recent headlines have shown how Austin ISD pays more than three times as much in recapture payments to the state than any other district.
Yes, but: The state legislature is reluctant to change the complex formulas that govern recapture.
- That’s where the two solutions being kicked around by AISD and other districts come in.
The first is a discount for providing a payment early or on time.
- Sounds strange? It’s not, the state used to grant it to schools for early recapture payments. They also have a similar setup with how cities pay sales taxes.
- This solution alone could save Austin ISD anywhere from $30 million to $76 million and wouldn’t involve changes to the funding formula.
The second is for the state to reimburse Austin ISD the money that it pays into Social Security.
But why: Basically, Austin ISD is one of the very, very few school districts that pays both Social Security AND into the Teacher Retirement System.
- Years ago it was a one-time option for districts to pay one, the other, or both. Once we chose, we couldn’t unchoose (like the Holy Grail at the end of the third Indiana Jones movie).
- We’re basically asking the state to net us out from the recapture payments what we pay into Social Security. That way Austin ISD doesn’t have to send so much money to the state at a time when we’re making cuts to non-campus staff to close the budget deficit.
Whether the Lege will listen to these ideas is another matter.
